Normal frost versus abnormal ice

Confirm the unit has power, the outdoor fan is not striking ice, and airflow around the cabinet is clear.
Do not chip the coil or use sharp tools.
How technicians diagnose it
The technician checks defrost operation, sensors, fan, refrigerant conditions, coil temperature, drainage, and board commands.
The system may need to be fully thawed before reliable testing.
Temporary operation
Emergency heat may provide temporary indoor heat on some systems, but it does not repair the outdoor unit.
